Has social security "disability" become the new welfare?

my brother is quad, and it chaps my a ss that some people claim disability when clearly able to drive, operate a computer, telephone, etc...which are job skills. They are effectively stealing from the handicapped...even though on SSDI, he goes to college so he can one day control his healthcare, housing, etc...which he can't right now, since he lives off of the gov't.
