I hear 2 sounds and cursor freezes?

can anyone hel me with this problem. it seemed to just start happening but I may have done something wrong somehow. My cursor freezes momentarily and I hear two distinct.. ga bloong-ga bling.. sounds like I am recieving a notice or email or something but no window appears. frustrated...:(
