Why did he act weird? was it my fault?

we're both 24, he lives about 2 hours away in london where he moved for work, we used to work together about 5 yrs ago but both had partners then. we went out as friends when he came back home to visit and then we were both single so he said if i'm ever in london to let him know cos it'd be cool to meet up, i got the impression he fancied me so when i did go to london a few months later i let him know and we kissed on a night out. from then on, he'd text every so often asking when i was next coming to london as it'd b cool to meet etc. anyway, he came home and we met up finally,went for drinks then back to his. we were messing about in bed but i hadnt shaved my legs so wouldnt take my jeans off (i pretended it was cos i didnt want to sleep with him) cos it was blatant he wanted to sleep with me, i said maybe another time. he was getting arsey and the next day when i left he was being off. i texted him the next day askin how he was and he said he doesnt know what to think, i acted weird, it could have been great but he doesnt know now when hes gonna c me again and how tired he was cos i kept tossing n turning and seemed so uncomfortable in bed (i was boiling!) and that he wanted me to go to london b4,but not now because i seemed uncomfortable. i feel like its my fault cos i didnt have with him but i never hinted at just when we were texting! am i in the wrong for not taking off my jeans!
