Why is America showing aggression towards Russia?

The US is trying to restart the Cold War by placing missile systems in Eastern Europe. The Russians have said that they are going to retaliate by building more missile systems of their own and pointing them at the US and Western Europe. The US appear to be starting this new arms race just to bully Russia, what exactly are the Neocons playing at? Why are they trying to start WW3?
