Can a county come back and charge you for probation fines after your probation was revoked and sent away?

They can if the original sentence suspended any part of his fines. Also, if the court incurred any additional costs as a result of his probation violations, they can order court costs. Unfortunately, there is no statute of limitations for the collection of fines in California. So the fact that several years have elapsed does not prevent the State from taking the actions you have described above.
