You can perm your hair like that, but I wouldn't recomend it. Emily's hair was done with a curling iron. Try that first. When you pern your hair it starts gettin flat and the curls fall out. It takes practice to master the perfect way to curl your hair with a curling iron. Believe me I know, but I'm really good at it now.You could try using a 1 to 1 1/2 inch curling iron to curl your hair, and then play with it a run your fingers through it to make the curls loose and more free flowing. Remember, Emily has hollywood hair and it's done by professional hair people in hollywood, so your hair might not look exactly like that, but you can come really close with a little work.
